The global spread of Internet technologies has led society down a pathway of digitalization which is both a process and a result. In the field of public management, digitalization is forcing civil service leaders and employees to rethink core issues of governance, networking, and international policy. The nexus of governance, international policy and information technology has reshaped the practice of soft power with the emergence of a practice known as of “digital diplomacy.” As a foreign policy instrument, “digital diplomacy” implies flexible forms of interaction among state and non-state actors using new forms of mass communication and network technologies with the aim of influencing the public opinion on critical issues and promoting specific ideological or political perspectives. It has also been suggested by researchers that the growth of a country’s “soft power” correlates with the introduction of digitalization tools.

What are public policy and governance, and how do they differ? These are the underlying concepts underpinning the Future Insights series, which takes a practical and theoretical approach to Dubai, the United Arab Emirates, and the MENA region. Several subjects linked with governance and public policy are explored in the Future Insights series, ranging from the role of government to the organization and management of government to the purpose, design, and delivery of public services, including stakeholder analysis and theory of change.
