Exploring E-Government Barriers in the Arab States

A majority of e-government initiatives around the world, including many in the Arab states, have been unsuccessful in securing better service provision, improved efficiency and greater engagement with citizens. To avoid repeated failures in e-government projects, a country-specific “right fit” has to be achieved. This requires leadership commitment, a cross-governmental vision, appropriate planning, a rational investment strategy, appropriate regulatory frameworks, practical awareness campaigns and rigorous capacity building for public administrators. Accepting the notion that there is no single correct approach to e-government is critical to avoiding common failures.
