Mansour is a young leader in Dubai Police, he holds a masters in police science from Egypt (2003). In 2003, he was honored in the Rashid Academic Excellence Award. He is a Certified Knowledge Manager and a Master Certified Knowledge Manager from the Washington Knowledge Management Institute.

He is the first knowledge manager at the Dubai Police GHQ, member of the supreme knowledge committee at the Ministry of Interior where he was at the head of the knowledge department from 2005 until 2015. Over 10 years in his position, he achieved many feats in knowledge management. Under his leadership, the knowledge department was awarded the highest recognition in the Dubai Government Excellence Program, and the prize for best practices in knowledge management in the 1st and 2nd edition of the Minster of Interior awards.

He participated in and spearheaded over many working groups particularly related to work in excellence and quality. He headed the technical assistance team for administrative excellence at the Dubai Police, the support team to the administrative excellence categories in the Ministry of interior. He is also a member of the development team for many organizations such as the Dubai Ambulance Services Corporation, the Ministry of Economy, the Ministry of Education, the Ministry of Social Affairs, in addition to being a member in the first committee that elaborated the strategic plan for the emirate of Dubai.

Al gergawi contributed to many knowledge management projects, namely the knowledge indicator project, the advanced knowledge management project adopted by the UK- based Institute for Leadership and Management (ILM) .

He is a member of the institutional knowledge management capacity building program at the Mohammed Bin Rashid School for Government. He is member of Knowledge Associate, the knowledge management committee at Cambridge University.

He is the recipient of 32 medals and 6 recognition awards for excellence on the job from HH the Minister of Interior, and more than 17 recognition shields from the Dubai police.
