It is concerned with applying the concepts of new Public administration, including how to adopt the system of institutional excellence, and developing organizational structures, processes and services towards becoming more effective and efficient.
It focuses on methods of designing, evaluating and implementing public policies to achieve government’s objectives efficiently and effectively using the necessary analytical tools and models used locally and globally.
It focuses on the importance of foreseeing the future and taking advantage of future trends of scientific developments, technology and artificial intelligence as an introduction to effectively innovate government services.
It focuses on modern leadership skills in government work and how to apply them on the ground. It also focuses on international competitiveness and the importance of global indicators in government action.
In a review of the most prominent global practices, there was a need to design an approved leadership model at Mohammed Bin Rashid College to serve as a beacon for the development of all training, academic and advisory programs, as well as research, where an analysis of the most important leadership models adopted locally and globally was carried out. All the basic items in all these models were collected and classified according to their nature as Competencies, Traits, or Knowledge. And it was projected on the pillars of the future government because it constitutes a clear direction in the work of the government and because of this direct reflection on the nature of the leaders required to support the directions that have been formulated. After the final analysis of the elements of leadership, they were classified under four main headings.
